District 16 Release Supervision
MODOC Probation and Parole District 16 is a community supervision office, not a jail and not a prison. It serves Gasconade, Franklin, Montgomery, and Warren counties from Union. Its public role becomes relevant when a Gasconade County person leaves a Missouri prison on parole or conditional release, or when a court places that person on probation. In each situation, the person is outside a detention cell but may still have an active correctional record.
The distinction matters. Parole is conditional release from prison while the sentence remains under Parole Board authority. Conditional release is another supervised part of a state sentence. Probation comes from a court and may be ordered without a prison term in that case. None of these terms means final discharge. Discharge generally marks the end of the correctional sentence or supervision, subject to the controlling order and agency record.

Confirm District 16 Release Status
The MODOC Offender Search is the first public check for active supervision. It requires a CAPTCHA and accepts a first and last name while also searching known aliases. The search covers active MODOC offenders, including parolees and probationers. It expressly excludes discharged offenders. An absent result therefore does not prove that a person was never supervised, was released on a certain day, or completed every part of a sentence.

A public search result supplies general information. It is not a live account of a person's movements or reporting plan. MODOC directs date-specific and status-specific questions to the institutional caseworker or field officer. Private addresses, personal schedules, and other protected supervision details should not be requested or published.
A released person can remain an active MODOC offender while on parole, probation, or conditional release. Active supervision is not incarceration.

This is the local public contact point when a MODOC record assigns a released person to the district. The office does not replace the Gasconade Circuit Clerk for a court judgment, and it does not create the physical release record from a county housing jail.

For general search questions, MODOC Constituent Services accepts messages at constituentservices@doc.mo.gov. A request for an agency release or discharge record can go through the MODOC Sunshine Law route. The Office of Director custodian uses OD.SunshineRequest@doc.mo.gov, while Parole Board requests use ParoleBoard.SunshineRequest@doc.mo.gov. A useful request gives the correct name, DOC number, a date range, cause number, county, and the exact public fields sought.
Missouri law permits some offender data to be public, but protected medical, security, and supervision material may be withheld. Parole and probation files also have a separate confidentiality rule. Ask for segregable public fields and the cited basis for any denial. A clear request is more useful than asking for a complete, undefined case file.
District 16 Discharge Records
MODOC's ordinary public name search is designed around active offenders. That creates a common gap for Gasconade County release research. A parolee may appear after leaving prison because supervision remains active. Later, the same name may disappear when final discharge occurs. The search itself warns that discharged offenders are excluded, so disappearance cannot be treated as a dated discharge notice.
The MODOC Sunshine data dictionary identifies sentence fields that can help with a records request. If a warrant or absconder notation appears, verify it through the issuing authority. Status can change. Members of the public should not try to locate, contact, or apprehend someone based on an online notation.
District 16 Supervision Scale
The official district description reports an average staff of 34 probation and parole officers, about 56 clients per officer, and roughly 1,901 client cases per year. These are totals for the four-county district. They are not Gasconade County release counts and should not be used to estimate the number of local people on parole or probation.
District workload also explains why the public search and office serve different functions. The online result is a general first check. The office handles the public route for a specific assigned case, while the court docket remains the source for a Gasconade County probation order. MODOC records supply historical sentence and discharge data when the active search no longer returns the person.
Gasconade Release Routes Change
Gasconade County does not follow a conventional active county-jail model. Approved county minutes document boarding prisoners in Franklin and Osage counties. Osage County's jail then temporarily closed for staffing in July 2025 and sent its own prisoners elsewhere before a planned reopening. That history shows why a custody map must be tied to the relevant date. It also shows why District 16 should enter the search only when a court or MODOC record establishes supervision.
Leaving a boarding jail can mean release to the community, transfer to another jail, commitment to MODOC, or delivery to another authority. District 16 is not the right office for a county-only release with no state supervision. Start with the physical custodian and the Gasconade case. Gasconade Supervision Record Chain
A solid Gasconade County supervision check joins three records. Case.net shows the court case, judgment, probation order, and later docket events. MODOC shows active custody or supervision and may identify the assigned field office. District 16 can route a focused question about active local supervision. If the person has been fully discharged, a MODOC records request becomes more important because the ordinary public search omits discharged offenders.
County release and state release must remain separate. A person who bonds out of a Franklin or Osage boarding jail may have no MODOC relationship at all. A person transferred to a state prison has not been released to the community. A person later paroled from prison is released from the institution but remains under MODOC authority. Record the source, date, status wording, and office shown during each check. Ask what event ended physical custody, whether another authority received the person, and whether supervision remains active. That method avoids treating a roster disappearance, a court order, or a missing public result as proof of final release.
